DEEWR 2010 schedule of student contribution amounts and tuition fees for units with a census date 1/1/2010 to 31/12/2010

Schedule submitted to DEEWR

Units with a 2010 census date between 1 July and 31 December may be amended before 1 April 2010. The Handbook will reflect these amendments.

Changes to HESA legislation in late 2007 allow more flexibility for universities wishing to vary their unit of study information (i.e. additions or changes to courses and units, their cost structure, or EFTSL values) after the initial submission of this data. Under the changes:

  • variations to unit of study information can now be made without Ministerial approval except where students will be disadvantaged and it is within 2 months of the earlier of the commencement of the unit or the last date for withdrawing without penalty (the reason for variation would still need to be unforseen or be a case of administrative error, as is currently the case); and
  • disadvantage will include being subject to a higher student contribution amount or tuition fee, lower EFTSL value or earlier census date. Providers will also be required to consider whether, in their reasonable view, students will be disadvantaged by the variation.

Under the Higher Education Provider Guidelines a provider may only vary the information where:

(a) the variation is:

  1. necessary because of circumstances that did not apply at the time the student contribution amount was determined under subsection 19-87(2) of the Act or the tuition fee was determined under subsection 19-90(2) of the Act; or
  2. to correct an administrative error; and

(b) the higher education provider has advised the Department of Education, Employment and Workplace Relations, in writing, of its intention to vary the student contribution amount or tuition fee at least 5 working days before making the variation; and

(c) where the variation to the student contribution amount or tuition fee for a unit of study will in the provider’s reasonable view disadvantage a student enrolled or seeking to enrol in the unit of study affected by the variation, it is made before the date ascertained in accordance with section 6.15.1 of these guidelines.

Where variations to unit of study information (i.e. additions or changes to courses and units, their cost structure, or EFTSL values) do not fit within the above parameters, the proposer must first demonstrate to the Minister:

  • the nature of the proposed amendment;
  • when the error or omission was identified;
  • why the error or omission occurred;
  • what systems have been established to prevent future occurrences of such errors or omissions;
  • why it would be reasonable for the Minister to approve the change.

Student Administration and Systems will be responsible for the submission and notification of any variations and faculties needing to vary unit of study information after the university’s submission should contact publications@adm.monash.edu.au.
